It depends on the intent. Manchin is a member of Congress. He is trying to block any legislation that is designed to get the USA off of oil and towards a renewable energy future. He is not doing this because the ones who voted him into office want him to. Manchin is doing this for self-serving reasons knowing it will make it harder for America to maintain a healthy economy.

Solar and wind are back ups but the materials used in their production are toxic. There is plenty of oil and nuclear is the energy of the future. Improvements will be made by using oil more efficiently. We're not doomed.
