They ended the count earlier that what was planned in august and the count results were cut short. Internal analysis by the census people warned of serious errors discovered in the data and may not be fixed due to this lack of time. Due to lack of time to research and understand the root causes of the area.

Census count is not just for voting and as you say they can't vote. it used for a wide variety of other purposes. Still there are democrats and republican states that would lose out. California and NY has some but so does Texas and Florida.

Servants and slaves were counted for as long as they had them in the early years.

The next step was to disallow any non citizens to be added in the count.
