Census count is not just for voting and as you say they can't vote. it used for a wide variety of other purposes. Still there are democrats and republican states that would lose out. California and NY has some but so does Texas and Florida.

Servants and slaves were counted for as long as they had them in the early years.

the census count has always counted illegals, servants, slaves, etc. The only notable exception were Indians. Yeah , yeah slaves were only like 1/2 a person in the count.
