Census count is not just for voting and as you say they can't vote. it used for a wide variety of other purposes. Still there are democrats and republican states that would lose out. California and NY has some but so does Texas and Florida.

Servants and slaves were counted for as long as they had them in the early years.

The Constitution says all persons shall be counted. It does not distinguish between citizens and non-citizens. Republicans cheat because their base in shrinking.
