Census count is not just for voting and as you say they can't vote. it used for a wide variety of other purposes. Still there are democrats and republican states that would lose out. California and NY has some but so does Texas and Florida.

Servants and slaves were counted for as long as they had them in the early years.

That's not what it says. Article I, Section 2, Clause 3 reads similar to what Kilroy2 said, but he left out the important point about it saying that the census excludes "Indians not taxed."

"Indians not taxed" is basically synonymous with "illegal aliens."
