The claim is not that these people have for certain cast their votes. But the fact is that they are on the rolls and democrats are cheaters so this needs to be investigated in full. Almost certainly, there are good amount of voters there, deceased people as well. Why? Because the turnout is not reasonable - Biden under-performed everywhere except in the urban centers. This is why mail in elections are banned in most countries.
