A minority of non-whites under the control of Apartheid South Africa had rights, but the vast majority, like the vast majority of non-Jews under Israeli control, did not. The propaganda you link to doesn't change the facts. The whites just considered most non-whites non-citizens. They were considered citizens of the Bantustans, under their control, like the occupied territories. Israel is following the South African model. That was not a great success.
