Furthermore, the founders were exceptionally crystal clear on the meaning of "the general welfare":

If the federal government were empowered to "provide for the general welfare" they would have unlimited power. They could claim that removing your 1st Amendment rights were in the interest of the "general welfare". Both of those quotes by Jefferson make it abundantly clear.
