But I don't see anything there that is a problem. She's not telling anyone to, say, attack a Capitol building or injure Capitol cops.

What she did not do was tell people to break the law. Attacking a Capitol building and injuring cops would be breaking the law.
Is that simple enough?
But who and when did some one attack the Capitol or injure cops? When did this happen and who told them to do so?
