Secondly, I haven't verified your claims about the economies of Latvia and Poland and you provided no source/link to substantiate, but in any case, Trump said "we are considered far and away the hottest economy anywhere in the world.” By Trump's use of the word "considered", that statement refers to the OPINIONS of unknowns, not stated specifically by Trump, and is characterized by the word "hottest" which again, is speculative as to the exact meaning of that (which could be defined in a number of ways)

Secondly, seeing the context, Trump was talking about business regulations. Go to the trading economics website, and it states to February 2019. The dates are for 6 month intervals. So, the 3.4% GDP is July 2018 and extending to January 2017. Notice the vertical lines on the chart, as they are the beginning of a horizontal rectangle, representing 6 months time.

Also, 2019 stats would not be valid for illustration, because of the shutdown.
