So there is widespread consensus in government that military aid was withheld, and widespread consensus that Trump even asked China to get involved in the Ukraine investigation.

There is known treaty protocol regarding investigations between USA and Ukraine. That was not followed, and law violation. It is not clear the USA has agreement with China and Ukraine--both: To become involved in internal international investigations of political opponents. I

It is probably clear that Joe Biden can note an Obama Executive Policy in his activities. That would support even activities of the Hunter Biden employment at the subject Ukraine company.
