It hasn't been lowered yet but they're working on it. If there is an appeals process involving people not under Dotard's control this will be rejected.

The point of the action, to intimidate others who may want to speak out, is something different. It's another aspect of authoritarian governance.

Because of the first amendment, Mark Kelly will prevail in court after asking a judge to stop these retaliatory reduced payments. This will be another loss in court for Donald Trump, who is an expert on that.

He would probably get six months approximately of reduced pay before a court orders a stop to the illegal retaliation.
