1. Raise the 62 age to 64 for younger cohorts, and leave the 70 full retirement age where it is.
2. Remove the cap
3. Don't means test the payouts, they were earned, and they are taxed as regular income.
4. Nikki Haley wins back women voters, soccer moms, security moms, and Tiger moms.

5. Other revenue raisers I'd use to shore up Social Security and reduce the deficit are:
remove capital gains, all income is taxed at the same rate
add an 0.2% transaction tax on all financial transactions (stock/bond/bitcoin buys & sells, @ close of options & derivatives)
reduce the deductions for wealthy taxpayers
