You’re joking right? You highlighted a tiny insignificant move on that line. In slightly edged down and up less than half a percent. There is nothing there no matter how much you want it to be. 2010 was the year Obamacare passed.
Contrast that with Obama's promised savings of $2500 per year if Obamacre passed.
The increase in the number of people insured is a function of Obamacare subsidies for people who did not choose to bear the expense of health insurance premiums prior to those subsidies. Those subsidies to be paid for by that sharp increase in premiums for those who do. That or simply printing money which depletes the value of the money people who were already paying premiums earn and save.
So in 2010 the healthy began paying for the sick, due to the requirement that insurance accept people with pre-existing conditions who had not insured themselves prior to the need for treatement At the same time, those already paying the high cost of their own insurance began being forced to pay for the high cost of other people's insurance as well.
None of that is a mystery. Again, Jonathan Gruber explained it very honestly.

It went up by well over a thousand dollars in the year following passage of Obamacare. For me it was a lot more, so I guess the people at the lower end experienced less increase.You’re joking right? The $1,000 increase was in line with prior increases. It was not driven by Obamacare. Every year healthcare costs go up by an average amount, some more, some less. It’s not Obamacare’s impact.It went up by well over a thousand dollars in the year following passage of Obamacare. For me it was a lot more, so I guess the people at the lower end experienced less increase.

- Zero increase in overall spending increase from ACA
- Historically low percentage of people uninsured
- Zero death panels are in place
- You can go to the doctor you want to go to
The GOP's dire warning regarding the Obamacare (ACA) have all ended up in the wasteland of unrealized fear mongering by people who only care about election, not service. Why would anyone support a group this wrong about everything? Tens of millions of lives improved with no corresponding economic downside.

The Architect of Obamacare told us that its purpose was to shift the cost burden of healthcare from the sick to the healthy. Overall, health care spending continues to grow faster than the economy does. But the 2010s were a decade in which national health care spending grew more slowly than it has in the recent past. So health care accounted for 17.3% of GDP in 2010; 17.7% percent of GDP in 2018.
That increase of four-tenths of a percent is smaller than it has been in any previous eight-year period. Over previous eight-year periods, spending grew five times as fast. It coincides with a reduction in the number of Americans who are uninsured. That's gone from about 17% without insurance to about 8% today.
Average annual growth in Medicare spending per person has slowed significantly since the ACA was passed. That's simply because the ACA said we're going to pay doctors and hospitals and other health providers less. But what the ACA didn't do is slow the pace of spending increases by the private sector, which has been growing much faster than government spending programs. And that's partly because we've seen a lot of hospital mergers and other consolidations that allow these providers to raise prices. The private sector - private insurers, the employers - have to pay those higher prices. The government, because it sets prices, doesn't pay them.
