The USSR was a command economy. All the people who worked in Soviet factories were employees of the state. Buying things from private companies is not what a command economy is. The Department of Education buys note pads from Staples. Is that an example of the command economy?

Socialism is imposed by an elite on a largely unwilling populace. The so-called "social contract" is a myth. No one has ever signed such a document. The Constitution is not a social contract. When did anyone living ever agree to it? It certainly doesn't authorize socialism.
