Mandatory spending must be paid first.........as it is mandatory..........then discretionary........When we have a Gov't shutdown it is Discretionary funding that must be cut............and it isn't entirely cut .....it is cut by the amount of lack of funding from Tax revenue coming in....................

Intergovernmental debt is debt we owe ourselves.....borrowed with a stack of IOU's......when the Gov't borrows to pay for it we go deeper in debt for borrowing but the overall debt doesn't go up.........because intergovernmental debt is subtracted from the overall debt when we borrow to pay for it...............It's still more debt but a trick of math to not have to raise the debt limit again................

This budget is a proposed budget...............and this budget will never get approved.........an Omnibus has been the way of things for a very very long time.............it is how both sides Blackmail each other over funding they demand and how the budget is always higher than proposed............They also wait until the very last day to have the battle raged for POLITICS............and give the people a good show every time................It is not how it is supposed to be done but it is what the corrupt politicians have brought us to.

Actually, if you bother to read what McConnell actually said, he did not say he would cut SS and Medicare. Anyway, when math catches up with SS and MC and those programs either have to be reduced or huge taxes have to be raised, you can thank the Democrats for refusing to allow any meaningful reform of those programs now while there's still time to adjust them to make them viable long-term.
