Step-1. Pass the rule change.
Step-2. Dare the democrats to not pass the CR
Step-3. If the CR fails change the rules for simply majority.

Simple as pie, Thune needs to grow a pair.

Just Schumer. The senate needs to get to 60 votes to pass the CR. But Thune has leverage if he passes a rule change and dares Schumer to vote against the CR.
If Chuck Schumer really wants to get tax-funded subsidies back for people who crossed the border illegally and people who are unwilling to work, this is his chance. But Chuck has to show that he can rally the votes if it is in exchange for a vote on healthcare.
Republicans will not vote for a $1.5T add like the democrats want. That is off the table.
Since the polls are supposedly showing the overwhelming majority of Americans - even Trumpers - want the ACA subsidies to continue as they did in COVID, that vote might pass.
So the only questions are "does Chuck really want tax-fund healthcare or does he just want a shutdown?" and "will other Democrat and 'not Democrats' senators follow his lead, if he tells them to vote for the CR in exchange for the vote."
ACA subsidies might be negotiated after a CR passes and the government is opened back up.
Its not for a vote on subsidies, its to negotiate potential subsidies.

True. Collins, Murkowski, McConnel and Rand Paul are always iffy.
If they vote "no" then it woulds be a very long month or two without paychecks for our military families.
Maybe that's why Thune hasn't changed the rules yet? He doesn't have 50 votes +JD.

Then Trump needs to tell Thune to give the democrats an ultimatum, pass the CR or we will.

Congress usually passes a special measure to make sure our troops get paid during a shutdown.

They have not done so yet.

The local troop's wives will not likely be in the grocery stores next payday. Never lived in a military town I take it?
Congress usually passes a one-off bill to pay our military during a shutdown.

They haven't yet, but they most likely will by next Wednesday.
 
The Federal government shutdown has been going on for more than a week with no end in sight.
Republicans say pass the "clean CR", period.
Democrats say "put back the $1.5T of spending that was cut by the BBB, including restoring the ACA subsidies", period.

The problem is that we have too many lawyers and not enough "genius" in congress, we need "Problem Solvers", not "ideologues".

If congress was working in private industry there would be no shutdown, that wastes money, a deal would have been cut already, "one way or another".

Republicans are the majority, they need to push for a solution to end the shutdown:
1. Go nuclear and say "CRs only need 51 votes". A very wimpy solution, it just guarantees more CRs
2. Go nuclear for CRs, Appropriations, and Rescission Bills. A less wimpy solution, but it may bite them in the ass in the future.
3. Publish a proposed deal, let the MSM grade it, and dare the democrats to walk away.
Go for a "WIN-WIN Grand Bargain" that solves several of the major problems, Republicans should put these on the table:
a) Fix Social Security by raising the cap and adding 2-years to the early & full retirement ages
b) Fix Medicare (going bankrupt)
c) Give the ACA subsidy at 50% of the current Covid subsidy (half a loaf)
d) Pay for the subsidy by raising the top tax rate to 40%, Trump agrees, it helps balance the budget.
e) Appropriations Bills and CRs only need 51 votes to pass. (solves future unnecessary shutdowns)


If the democrats don't put up a suitable counter offer, just go with option #2. End the shutdown now.

Stand-off continues more than a week into the government shutdown​

Cool but anyone over 55 get grandfathered in to full retirement at 65. Or anyone who has worked 40 years, I am at 54 years paying into social security! Oh and not one red cent goes to illegals, period, none for those who came and can't afford the insurance other citizens are forced to carry either.
