The same survey found that 76% of commercial healthcare organizations used the Caduceus symbol.

There wasn't much confusion about which was the actual medical symbol until the US military decided to use the symbol for their medical corps around 1902. In true military fashion, they chose the wrong symbol and any confusion since is based on that mistake. The Staff of Asclepius is the symbol for medicine, and has rarely been used for anything else. The Caduceus was the symbol for Mercury and only vaguely associated with medicine.
