Was Trump U started to scam people out of there money

I thought of this and I wonder if Trump started this to scam people out of their money. He tells them how to invest in real estate and they pay him to teach them. Was this scam and if so how far does it go?

I think Trump is just arrogant enough to think that his wisdom on Real Estate was marketable...

And surrounded himself with people who fed his ego and had no ethics about what they were doing.
