Some years ago a federal agency was created to examine or monitor a sector of the insurance business. The budget for the program was $16million. A building was leased, remodeling done, furniture and other equipment purchased, and staff hired, which consumed the entire budget. No work on the insurance sector was done and the program was scrapped as there was no more money budgeted for the program.
