It is well known that most NATO countries used that luxury (the fact that they did not need to spend as heavily on military) for social programs (probably for political gain) and other non military expenditures. The end of the cold war and other factors well known caused a decreased sense of military defense spending urgency. That has changed.
The rise of China has made a huge impact on that as most European nations as well as the Russian attack on the Ukraine.
Before that they were not nearly as motivated.

2023, 2024 and 2025 have seen rises in European country defense spending that exceeds previous expenditures.
