The tactile recognition feature (which was poorly placed) is required by Virginia law. The ability to quickly discern whether all ballots have been removed from a stack of security envelopes is also valid.

No letter carriers would see the vote.
The issue is with the required tactile accommodation on the INNER SECURITY ENVELOPE. This envelope is then placed in the mailing envelope so the latter carrier would still not be able to see the vote.
The security envelop would then be processed by election officials working in teams with representative from both parties. To buy into the conspiracy theory it would take buy in from BOTH the DEM and GOP handlers.

I think the hole is meant to be looked through. Visual, not tactile. If you have a stack of envelopes, you can look through the hole (which is on both sides of the envelope and make sure they are all empty (contain no ballots).
I'm looking at my California mail-in ballot which has the same exact feature, in a totally non-morphing way.
I agree the hole was poorly placed. It's impossible to put my ballot in the CA mail-in envelope in such a way to see how I've voted.

Why are there holes in the ballot envelope?
The holes are included for the following reasons:
- For the visually impaired: The holes serve as a tactile guide, helping voters with visual impairments locate the signature line on the ballot envelope to ensure they sign in the correct place.
- For election officials: The holes allow election workers to quickly confirm that a ballot has been removed from its envelope during the processing and counting phase. This prevents any accidental discarding of unopened ballots.
Why does it show any? Even showing one is enough to provide the means for an unscrupulous letter carrier or election official to "lose" Republican ballots.
If the hole had shown which ballots had Democrat votes would you still be so diffident?
What's the right thing, disenfrancise, potentially, 85,000 voters because some nub put a hole in the ballots for disabled people (such disability marker required by Virginia Statute § 24.2-704) in a place that - at the end of the day - wasn't the best choice.
Some will say yes, because Fairfax votes - IIRC - as a higher proportion for DEMs. Any chance to throw out DEM votes is a good thing. AmIright?

Because the election workers who can have the opportunity to view it, are the ones who are in pairs of opposite parties with official election poll watchers.... remove the ballot from the envelope, who can already see what all the ballot votes are once they remove them from their envelope...., and have no means to discard a ballot....
There is a count of ballot envelopes before they are opened, and a count of the unfolded election ballot when they are done opening and from the envelopes, and they HAVE TO MATCH in count, before they move on to count scanning machines...and a count of the ballots when the scanning machine is done processing the batch, they too, have to match the initial count of ballot envelopes received by the election counting facility.
Any discarding or padding of votes inside the scanning facility will be caught, always.
Certainly, when said hole indicates how a voter has voted.
Fairfax Co. sent them out so they should be held responsible to send out new ballots as there is plenty of time left.
