Those are great guidelines for coming up with a wording of the proposed amendment. Except that I am not sure the purpose of grouping population centers together, since population centers tend to vote d while urban and rural areas, vote R. is the idea that you would guarantee both R and D representatives?

Another poster suggested the idea of making each county a district of it is large enough and combining counties when they are not. That idea would at least use existing boundaries.
