That's for sure. My television I left running and my phone woke me easily a couple of night's ago when our area had a flash flood warning. People without computers, television, radio or cell phones aren't going to get warnings no matter who puts them out or how loud or frequent.

2) The weather service put out a warning the day before, at 13:18. That should have put a lot of people on alert that something could happen.
3) At 4am they put out another one.
4) The weather service put out a warning that said everyone should get to higher ground at 5:34. Nobody did because they were all sleeping.
5) ""No-one knew this kind of flood was coming," Kerr County Judge Rob Kelly said." How did nobody know it was coming?

If nobody knew it was coming when they were told it was coming, it is because there were SERIOUS FAILINGS. How can a state, or a local area, not have things in place to deal with this when the area is called "Flash Flood Alley" is beyond me.

This isn't about climate change. This is about things not being in place to deal with a situation that happens time and again.

But I guess the right wants to attack this from a "it's not about climate change" angle, rather than a "we didn't spend the money required to save these kids's lives" again.
