Timothy Loehmann (shot Tamir Rice while he was playing with a toy) was fired from another police department because of emotional problems. Amber Guyger had a record of Drug use and had previously failed a polygraph test when applying for a police job. I could go on and on, but you get the idea.

What doesn't help. Sending in storm troops to beat up on people, or shooting peaceful protesters with rubber bullets because you want a photo op in front of a church.
