Tax assesors in MD never enter any property. For 40 years the different properties I have owned are assessed for property tax purposes and at 40-50% of actual market value. When bank starts asking about assessed instead of appraised value then some type of problem with the buyer has developed and they are seeking an excuse to decline.

I was early on just an appraiser and re Broker and know the law. Then I opened my business making loans on property.
NEVER at any time did the customer be asked to value his own property. NEVER did I use the assessment figure either. No client ever gave numbers other than they hoped for a value they liked. But the appraiser has the sole job of stating the value. We used 3 ways to come to a conclusion as to value. Again, nothing the customer or client wanted or said mattered at all.

It’s a very minor case, whose injury is a few thousand dollars. This would never have been a federal case except for the vindictiveness of Trump.

And that’s IF it can be totally proven in court.
