There is never any promise of a "specific outcome" in any defense treaty, nor of a "specific response" in the event of a treaty violation.

Ukraine will never sign anything because of three simple reasons:
1) From Ukrainian side, they have a law, which specifically ban any negotiation with Russia while there are Russian forces on the "Ukrainian soil".
2) From Russian point of view, there are no more legitimate government in Ukraine. Both Zelenskiy and Parliament are expired, they are just a bunch of usurpers. There is nobody to talk with.
3) From American side, POTUS simply doesn't control the USA. He ordered to stop supply Ukraine, but US Army simply ignored his order, and continued supplying Kievan regime as before.
4) From EU side - they are just a loose cannon, who declared necessarity of "decolonisation" and "dechristinisation" of Russian Federation, which also makes all "negotiations" simply impossible.
