It isn't a "cover" at all. This area simply has never had any significant black population. It was settled by "Scotch-Irish" subsistence farmers and they didn't keep slaves. And when slavery was over it didn't have cites to industrialize as did the Clevelands and the Detroits and the Chicagos. See my previous post.

You go to, say, northern New England, or Montana --- same thing, for the same reasons.
