When a car is driven, without a governor, how do we know the driver will obey the speed limit?

When you sign the Roster of Voters in California, you are signing under penalty of perjury that you are who you say you are and live where you say you live.

California is not an "ID" state. In accordance with HAVA, the voter provides their identification at the time of Registration.

No they don't. You don't need ID to register. Just walk up at Walmart and fill in your name and address, put down the last 4 of a SS#, and you're done. The registrars office is supposed to verify the address with the post office. But remember that ACORN was using "flooding" in San Francisco, the act of filling out thousands and thousands of blatantly fake registrations to frustrate verification on other registrants.

If this identification does not clear the statewide database, the voter must provide identification at the polling place.

Utter bullshit. No California polling place checks ID. If there is a question, then a provisional ballot is used.

There are over 30 types of identification that can be provided.

No ID is required to vote in California.
