Once again, the question that one one who opposes Voter ID can answer:
How do you know the person who registered is the person voting?
When a car is driven, without a governor, how do we know the driver will obey the speed limit?
14108. In addition to the provisions contained in Section 14107,
the roster shall contain, in no less than 6-point type at the head of
each page, the following words: "WARNING: It is a crime punishable
by imprisonment in the state prison or in county jail for anyone to
fraudulently vote, fraudulently attempt to vote, vote more than once,
attempt to vote more than once, impersonate a voter, or attempt to
impersonate a voter (Elections Code Sec. 18560)."
When you sign the Roster of Voters in California, you are signing under
penalty of perjury that you are who you say you are and live where you say you live.

The fraud used is "proxy votes." Often the person who registered was who they said they were.
Later at the polls we have "Hola, me est Hans Grueber." Traditionally, California has fairly low fraud, since the registrants are cleared in 3 years if they have not voted. This was put in under Reagan, and the leftist HOWLED at the time.
No they don't. You don't need ID to register. Just walk up at Walmart and fill in your name and address, put down the last 4 of a SS#, and you're done. The registrars office is supposed to verify the address with the post office. But remember that ACORN was using "flooding" in San Francisco, the act of filling out thousands and thousands of blatantly fake registrations to frustrate verification on other registrants.
If this identification does not clear the statewide database, the voter must provide identification at the polling place.
Utter bullshit. No California polling place checks ID. If there is a question, then a provisional ballot is used.
There are over 30 types of identification that can be provided.
No ID is required to vote in California.
