And the shelter where they spend the night and which provides treatment is not considered "residency"? It is in California. Seems as if New Mexico has a problem with linguistics.

Might as well further the conversation here as anywhere else.

You seem to be a reasonable person, able to focus on points and principles
and not get sidetracked with too much personal emotional stuff that comes out as part of the process.

Why not just discuss it here?

Once people get used to actually being heard and taken seriously,
of course that opens the door to deeper discussion.

Just keep on keeping on. Talk with people respectfully as you always do with me.
The other barriers will go away, as long as we keep voting on the side of on point discussion.

You can have the conversation anywhere,
just address the person with respect and ask open ended questions
that encourage dialogue.
