The White House has social functions....always did

The responsibility of those social functions now fall under the First Lady

Mary Lincoln had multiple servants and staff members who were responsible for running the White House. Yes, she had formal dinners and balls and she did not do the cooking herself

Did you know that Jackie Kennedy designed the paint job on Air Force One? I didn't until I saw a show about her last week. She was quite remarkable, such a sense of history.
 
The bottom line is that the expenses of a non-elected public official, such as the First Lady, should be paid for out of the budget of the elected official, such as the President.
