Is Govt-Controlled/Run 'Minority Report', Arresting Criminals Before They Commit Crimes, Next?

Several Democrats have called for social media to be under constant govt scrutiny now, 'potential threats' identified.
- WHO gets to decide WHO the 'threats' are?
--- Would Chuck Schumer, who has openly called for threats and intimidation of USSC Justices, be considered a threat?
--- Would Elizabeth Warren, who openly called for an 'insurrection' against the USSC / US govt, be consideted a threat?

-- I take it they would be put on a list and the full, personally intrusive power of the govt would hen be loosed on them and their family members....?

The Super Market Shooter was already on a list of people watched, he had been questioned & mentally evaluated prior to the shooting.

How'd that work out?

Some liberals have gone a step further and have opined the shooter should have been arrested, his weapons taken, before he ever committed the crime.

Gestapo, GRU, Stasi, ATF, etc...
Identify opponents, declare them a threat, arrest them for vague thought crimes & eliminate all potential rivals to your power.

The wooden ball would have to drop first. The name of the victim and the perpetrator would be shown. THEN you could arrest them and lock them up.
