Engagement is one thing - providing a country with an abysmal human rights record, who mistreats women (and all of its citizens) terribly, should NEVER be provided with a position on such a committee. The sole reason these wretched shitholes struggle so mightily to get on them is to insulate themselves from criticism, that's why you see countries like Cuba, Venezuela, etc on the Human Rights committees, to avoid being attacked for their horrendous behavior.
