If by "government" you mean some supernatural creature, some Dark Lord, who sits somewhere in the tall black tower on a golden throne and, exclusively by his psychic powers controls uncountable millions of smaller creatures, yes, this type of "government" doesn't exist in our reality. Actually, it doesn't exist even in good fiction literature or movies.
In the human world, especially in the "societies of masquerade" (which you call dictatorships) government is more figurehead rather than real decision-makers, and anyway, to work with people, any government need to work for people.
