Russia always "starting" a war for self-defense. Sometimes because of collective self-defense. Like, there were no hostilities between Russia and Japan in 1939-1945, and we were more or less neutral to each other. But in 1945 Russia attacked Japan. Why? Because of collective self-defense. Japan attacked the USA in 1941, so Japan was an aggressor. The USA became ally of Russia, so, for Russia, defending its ally, America, was a form of self-defense (even when it was Russia who attacked Japan first).

And the UN can’t make any nation agree to war. Nor can it prevent any major state actor from waging a war.

It's a good place for negotiations and making alliances. Actually, UN is a form of alliance. When all five permanent members of UN SC agree on something, they can use sanctions or military invasions as their tools.
