It means the poor will threaten our democracy unless the govt gives them more money. Of course the poor will only threaten our democracy if they are taught it is an appropriate way to get more money. But, if they are taught that, everyone will begin to seek to use the govt to obtain more money and not use the free market for that purpose This is how Stalin and Mao killed 150 million and yet our liberals still imagine they can make communism work.
