Allowing everyone in a state to get state ids regardless of immigration status is good idea because it promotes public safety. It eliminates the need for law enforcement officers to handle other identification documents, such as birth certificates or passports, which may not be readily available or may need to be translated into English. It also allow undocumented immigrants to get liability insurance on the cars they drive and it promotes driver's education as all states required driver testing.

As long as undocumented immigrants in the United States have developed substantial connections with the United States, the Second Amendment confers to them a right to bear arms. Also the constitution does not address voter rights that is controlled by the states. However, most stuff in constitution does apply such as due process, right to counsel, protection against unreasonable search and seizure, etc..

Using your definition, there has never been a secure border and probably never will be because there will always be illegal crossing.

Using the number of illegal crossing is not a good way to measure border security because the most import variable is the number of migrants that reach our borders and that is uncontrollable and not very predictable. It may be only few hundreds thousand one year and several million another year.

A better method is using Interdiction Effectiveness Rate as described in link below. I would call our border security effective (a much better term than safe) when the Total Interdiction Rate exceeds 70%. That would mean that border security has been relatively effective since 2012.
