If Congress Dosen't Cooperate On The Wall

Your first link goes to talk about the Secure Fence Act, and incidentally, it was 99.5 percent completed in 2011. Here's what Wikipedia says about it........

Erection of the fence
By April 2009, DHS had erected about 613 miles (985 km) of new pedestrian fencing and vehicle barriers along the southwest border from California to Texas.[6] Delays frustrated some, such as Senator Jim DeMint, Republican of South Carolina, who in 2010 introduced legislation seeking to require completion of the 700-mile-long, double-layered fence. (DHS had since 2007 begun to "to shift its focus to erecting a 'virtual fence' along the 2,000-mile border, using sensors, cameras and other high-tech equipment to prevent illegal crossings."). DeMint's legislation was defeated in a 52-45 Senate vote in 2010.[7]

By May 2011, DHS reported completing 649 miles of fencing (99.5% of the 652 miles planned). The barrier was made up of 299 miles of vehicle barriers and 350 miles of pedestrian fence.[5] The fencing includes a steel fence (varying in height between 18 and 26 feet) that divides the border towns of Nogales, Arizona in the U.S. and Nogales, Sonora in Mexico.[8] A 2016 report by the Government Accountability Office confirmed that the government had completed the fence by 2015.[9] A 2017 GAO report noted: "In addition to the 654 miles of primary fencing, CBP has also deployed additional layers of pedestrian fencing behind the primary border fencing, including 37 miles of secondary fencing and 14 miles of tertiary fencing."[10]

Cost
Although the 2006 law authorized construction of a fence, Congress initially did not fully appropriate funds for it (see authorization-appropriation process). "Congress put aside $1.4 billion for the fence, but the whole cost, including maintenance, was pegged at $50 billion over 25 years, according to analyses at the time."[9]

A 2017 GAO report noted: "According to CBP, from fiscal year 2007 through 2015, it spent approximately $2.3 billion to deploy border fencing along the southwest border, and CBP will need to spend a substantial amount to sustain these investments over their lifetimes. CBP did not provide a current life-cycle costs estimate to maintain pedestrian and vehicle fencing, however, in 2009 CBP estimated that maintaining fencing would cost more than $1 billion over 20 years."[11]

Secure Fence Act of 2006 - Wikipedia

So, we already know that 99 percent of the fence was put up by 2011. Obama was elected in 2008, so exactly HOW did he stop the Secure Fence Act? Incidentally it wasn't fully funded by Congress, and it was less than 700 miles long.

As far as Obama stopping the border fence? It wasn't that one, and both your links on this go to the same page. Here's what your link says about that one.......

WASHINGTON - The Obama administration on Friday ended a high-tech border fence project that cost taxpayers nearly $1 billion but did little to improve security. Congress ordered the high-tech fence along the border with Mexico in 2006 amid a clamor over the porous border, but it yielded only 53 miles of protection.

Homeland Security Secretary Janet Napolitano said the lesson of the multimillion-dollar program is there is no "one-size-fits-all" solution for border security.

Napolitano said the department's new technology strategy for securing the border is to use existing, proven technology tailored to the distinct terrain and population density of each region of the nearly 2,000-mile U.S-Mexico border. That would provide faster technology deployment, better coverage and more bang for the buck, she said.

The low tech fence authorized by Jr. was built. The additional high tech fence that Congress authorized in addition was stopped because it didn't provide enough security for the cost.

You're mixing apples and oranges dude.

July 2017 -- Donald Trump asserted

You know, the border is down 78 percent. Under past administrations, the border didn’t go down -- it went up. But if it went down 1 percent, it was like this was a great thing. Down 78 percent.

If that's so, WTH do we need a wall for?
Oh, but it's not true, now is it? Even Trump's buddy who owns Newsmax knows Trump was lying/wrong.
Does that mean we need a wall? No. It means we need a president who tells the truth and is "in touch" with the reality of the topics he chooses to discuss.

And BTW, no, illegal immigration didn't go up under past administrations, at least not the most recent one.

A lot of people forget that we the people voted for a wall 10 years ago. It was illegally stopped by the Obama administration. The money was approved but the swamp with backdoor payments did what they always do and sided with the big donors over the people. This is one of the reasons Trump won so it either gets done or the GOP will not look the same in 2018. Many old faces will be gone.

Got a link to back up your claims, both about the approval and funding, and that Obama illegally stopped the wall from being built?

I find it absolutely astounding that anyone believed that Trump would actually get Mexico to pay for the wall. Now? Trump is threatening to hold the government hostage until Congress approves taxpayer money to build it. Not only are the Trump voters getting screwed for the cost of the wall, but they are also going to get screwed if they work for the government or get any kind of government check.

The active duty military and the retired vets are gonna be pissed.......

What a drama queen, all mandatory payments have been made during every shutdown. Only furloughed workers will be temporarily affected.

Maybe the president should just unleash ICE and Border Patrol to enforce immigration laws on 100% of the people here illegally. That would include voiding DAPA and shipping out every illegal when they are identified, the so called good and the bad.

There are many issues when it comes to immigration that are near and dear to the regressives, so you best remember, cooperation is a two way street.

Chew on that possibility for a while.

. Legal immigration is fine, but illegal immigration is well illegal. It's time to get the country back on track to doing things right again. If we need large amounts of migrants to pick the fields of whatever, then that whatever is to dang big to begin with, and is also to big to fail. The farm industry needs to be broken back down into family farms that don't need hundreds of migrants to work them. The same with large corporations claiming that they need all these workers/illegals/foriegners/migrants to keep them afloat. Again too big to fail is too big to fail. To many Corporations these days, and banks to big actually might be the Crux of every problem we are facing today, so is anyone actually thinking about all that (the bigger picture), in these ways ? Plantations of old in the 1800's were the same in effect by what we are experiencing in this corporate America today. Back then the big money and plantations tried to justify any and everything to keep their slaves. We have the same thing going on today, but the dots aren't being connected.

already said that earlier today ...

ENFORCE THE LAWS ON THE BOOKS TO THE LETTER.

Yes, enforce the laws when the arresting agency has jurisdiction to do so. State and local LE does not have the authority to enforce immigration laws, thus, ICE and US Marshalls will need to work OT to round up all of the illegal immigrants, and build holding cells since the legality to detain is their's and their's alone.

For too long County Jails and State Prisons incarcerate those not legally in the US, and when arrested by local codes - penal, H&S, B&P, etc. - they are covered by the Bill of Rights. Thus the Governors and mayors should sue the Federal Government for the costs of the arrest, detention, and court hearings, including the cost of defense attorney's and probation officers.

Actually local authorities can be granted the authority by the feds to arrest and detain illegals. I'm sure all the locations have reimbursements in their agreements.

.

You're wrong on both counts. Local LE must arrest when a warrant is discovered and may detain as a courtesy. I'm not sure if the warrant is based on immigration if they can arrest, they can detain, but only as a courtesy.

Why should local taxpayers subsidized the Federal Dept. of Justice?

Some do it voluntarily. This is the type of agreement Arpio was operating under.

U.S. Immigration and Customs Enforcement (ICE) is responsible for enforcing federal immigration laws as part of its homeland security mission. ICE works closely with federal, state and local law enforcement partners in this mission. The 287(g) program, one of ICE's top partnership initiatives, allows a state or local law enforcement entity to enter into a partnership with ICE, under a joint Memorandum of Agreement (MOA), in order to receive delegated authority for immigration enforcement within their jurisdictions.

Kicking out immigrants will most likely do the opposite. The farming jobs will be automated with expensive equipment only the large farms can afford. The small farms will disappear.

ICE gets to keep working during a shutdown. So does the military and most other agencies. The only people that think a day without government is like a day without crack are the democrats. Shut the damn thing down. Nobody else will care and eventually the democrats and Rino's will cave without their fix.

Congress is not obligated to "cooperate" -- in fact, just the opposite.

The Wall is a stupid idea...

Only simpletons believe that that is a sustainable solution...

I totally agree, that an invasion wave of 11-12,000,000 Illegal Aliens must be sent packing, and that future waves must be discouraged to the point they don't even try...

The Wall is not the way to accomplish either of those...

Neither is the president, here's a little fact you may not know. When the government is shut down, the president has the authority to allocate any money coming into the treasury any way he sees fit. Chew on that for a while.

Walls where needed are only one piece of the puzzle. They do send a message, just like Trump ending catch and release.

"Where needed"...

Establish and sustain conditions at-law sufficiently onerous to Illegal Aliens, and they'll both race back home and tell their friends not to bother trying... no wall required.

We can kick THAT off by (metaphorically, in the law-courts) crucifying a few Sanctuary City mayors and city councils...

We pay off the debt yet? We have no money for a wall.

That requires a unified approach, nothing is unified in this country.
