DOJ guidelines are clear on this - don't approach the car from the front and try to get out of the way. Use deadly force is ONLY permitted when you CAN'T get of the way and that is the only option available to prevent injury to yourself and/or others.

Agent continuing to shoot through the side window at a passing car makes it even weaker, there was zero defensive purpose to those shots, they did nothing but endanger others.
Finally, agent not trying to provide first aid and running off from the crime scene proves that he frankly didn't give a shit about any protocols or the life of the person he just shot.
