Here in Nebraska we are also a right to carry state and a resident my town made the mistake of carrying his to the courthouse to renew his car liscence. It was in the newspaper , the fourth se went into shut down mode. He still had to pay a hefty fine. No jail the time was involved. He simply forgot he had it on him. Perhaps that's what Pretti did. Ok , but " shall issue " amounts to the same thing. Pretti had a permit and was legal to do so. Like I said that's not the issue here. The issue is if a criminal act was committed by ICE or not. Only a jury can decide that and that's what needs to happen IF ICE is ever to regain it's credibility again.

Doesn't matter if he had a permit when he chose to fight the officers that permit was null and void. I havent seen a single case of an ICE shooting that wasn't legal and allowed.
