If the preparations could have been kept secret, perhaps they would have. The military never gives up plans to the public unless the enemy already knows them. Trump has a lot to learn from his generals.

IT'S also possible they want them to flee in order to retake the city without a lot of casualties, thus make themselves look sucessful. After all it's all about image.

No not whatever, there's a huge factor you don't know about.
The Clintons knew about the Baath party Sunni's ambitions to permeate Europe for decades, they knew their threat all along which is why she agreed to the war. Not only did they know their intent, but when that Party threat resurrected as Isis they played dumb and put Europe and us in harms way for sole political purposes.
