But American companies have neglected to try to exploit these reserves, preferring to buy lithium from China because it's so much cheaper to produce than lithium mined in the USA under EPA rules, paying American wages. Having the resources, and spending the capital to develop them are two entirely different matters.

A good part of the reason why American companies have off-shored manufacturing is the cost of environmental regulations. Third world countries are so much more willing to let your destroy their air and water, just for the jobs.
