Truth is that English is kind of a universal language just as the dollar is a universal currency. While it is rare that an American knows a second language, it is very common that Europeans know at least two, and often, that other one is English. The funny thing is that often you get a European writing on the internet or speaking to you and they know the language better than a lot of native born Americans! The liberally-infused public school system turns out many high school grads which are technically illiterate in reading, writing, speaking, math and science compared to, say, South Korean or Japanese standards.

I think all this new policy will do is both attract english speaking foreigners but also encourage them to learn english before they apply, that way not only won't we have to teach them ourselves, but they will be much easier to integrate into the workforce and lifestyle of being an American.
