That is not a call for restraint, that is the howl of fear. They realize they may not be battle weary as American soldiers are and they are concerned that the prime source of their oil is at stake.

They were using Iran to go hard in the Strait and then Trump rivered the ace he needed and sent in the blockade.

Now U.S controls the Strait and gets to see just what China is sending into Iran...

You dope..... The CCP absolutely does or says nothing whatsoever that is not totally in their interest. Right now their exposure to petroleum is causing them financial distress.
The restraint they're talking about is the United States laying down and letting Iran walk all over them so the CCP can get some relief from what's facing them right now. They're not the adults in the room they are the quiet slithering poisonous snakes in the room who don't raise their voices because they attack from behind like the cowards that they are.
