The university began a new course, Architectural Landscape Design.

An advocate presented a proposal to the Common Council, that of constructing flower gardens in the middle of residential street intersections.

The liberal Council agreed and budgeted money for it.

The money came from the streets budget.

Because of this some streets were not repaired.

Those streets are in minority neighborhoods.

The flower gardens are all in upscale white liberal neighborhoods.
