Nope it stems from old Greek

Zoe (Greek: ζωή, pronounced
zoh-EH) is a Greek feminine name meaning "life". It signifies life in its fullest, most vibrant sense, including spiritual, eternal, and divine life (zōē) rather than merely physical existence (bios). It represents vitality, purpose, and the essence of living as intended by God.

Just as my female Cousins name; Thais

Thais (pronounced
THAY-iss) is a feminine Greek name meaning "beloved," "the bond," or "beautiful," derived from the Greek word Θαΐς. Historically, it is most famous as the name of a 4th-century BCE Athenian courtesan (hetaira) who accompanied Alexander the Great and was known for her wit.

I've heard it both ways.

There used to be a lovely gallery owner in Seattle name Zoe Dusanne -- one syllable, Zo.

I adopted a pet, whom the shelter had given the name Zoey -- two syllables, zo and ee.

Many girls from the Dominican Republic are named Zoe. To the best of my experience they all pronounce it like "Zoey."
