I find Trump's early denial of the problem to be criminal negligence causing death. Combined with his gutting of the CDC, closing of the pandemic response office in the White House, we see why Trump has failed so spectcularly. That press conference was deranged... Trump was barely coherent at times and was denying basic facts like what he said two days previous...
