Like I stated in the OP, there is no "deal" possible with this Regime. It is clear there is no central command and control in Iran. So you sign a deal with the so called "leadership", withdraw our forces and then a month later the IRGC takes over, starts firing on oil tankers and mining the Strait again. Now what?
