Why not advocate to help fix those foreign nations economies so capitalists can make money and the local populaces will want to stay home and make money where they are?

Well, this is my personal stance on the drug war issue. Hardcore drugs (Heroin, et cetera) are:
1. Highly addictive.
2. To continue to get the rush of that initial, first time use, more specifically with Heroin, the user has to increase the amount they use, "over time."
3. This same increase in its addictive use to get that rush, reduces the person's productivity in the workplace. Impairing performance and as the productivity decreases, the likelihood of being fired, increases.
4. All that is on him/her....but....once that individual has difficulty coughing up enough money to pay for his/her addiction, the need for cash to fulfill that need arises and therein comes the criminal behavior to pay for the addiction. This is why many break-ins and subsequent thefts occur, in which the stolen items are pawned to pay for the addiction.
Claiming that making it legal will reduce costs and gain taxes, may be true, but over time, the addict will still need to get more to get that rush and the expenses will go up and the same scenario plays out, the need for more money to pay for his/her addiction and crime to pay for it.
4. Then there are the medical factors involved. Let's take good old George Floyd as an example. If you watch the video with sound, you will hear Floyd, claiming that he can't breathe..."WHILE BEING SHOVED INTO THE PATROL CAR, WITH NO ARMS AROUND HIS NECK" and YES, the cop is still guilty because he refused to allow the EMT to check on Floyd. Floyd's difficulty in breathing was because he had increased his intake of Fentanyl and Amphetamine to get that feeling he liked, which because of the dose needed for that feeling, it strained his heart and that coupled with a struggle, caused his breathing to be inhibited. The cops didn't know this, as he was claiming to have trouble breathing when being shoved into the car and thus, as he continued to claim to be having trouble breathing when he was put back on the ground during the struggle, they just considered this his idea to get them to stop trying to subdue him and let him go. If he wasn't on that crap, he'd most likely still be alive today.
Being under the influence of hardcore drugs also means you have a dangerous driver on the road, or dangerous operator of heavy equipment. Their judgment is impaired and dangerous to others.
Having said all that, if the government were to make currently illegal drugs, legal, then it's legal, but should remain illegal while driving (with very stiff penalties) or if you are in certain occupations (surgeons, military, police, et cetera).

OK THAT makes sense to me. You are correctly pointing to the source of the problem. Now fixing the economies of Central America would be a massive undertaking and would also involve military intervention to take down the drug lords who rule those countries. But at least you are talking about root cause which I can agree with.

With Capitalist competition lowering drug costs, it still doesn't negate the need for (especially Heroin users) to continue to purchase larger and larger quantities to get that initial rush they had with their first-time use. At some point, you can no longer afford to pay for that desperate need for the fix and that's where the criminal behavior kicks in, victimizing others.
PCP and LSD, while not requiring higher amounts with continued use, can and do cause hallucinations and those hallucinations can result in aggressive behavior, or actions that could not only get others harmed, but the users themselves. In the case of these (I suppose we can toss in Psilocybin's as well), if made legal, they should only be used under professional supervision and have restraints available, should they become necessary, as users have been known to run out into heavy traffic, jump off structures, thinking they can fly, and in other cases, have become dangerous to others as the users became aggressive and threatening, harming others.
