It is indeed Civil Rights protection.

There are a few other good Governors but Florida has the best.

It looks like the site has been changed in the background so that new permissions are needed to load the content if you are using certain add ons or programs that filter / protect from bad website content. (Yes, I would say Twitter is bad web content)
For those who do not know how to do that or do not know there has been a change, all they see is the words......
